Abstract

هدفت الدراسة للتعرُّف على الموقف الأمريكي تجاه الأقلِّيات العرقية في الصِّين (2009-2021م)، وتمَّ تقسيم الدراسة إلى عدَّة فصول، وقد استعرض الفصل الأول الإطار العام للدراسة، وتضمَّن الفصل الثاني التأصيل النظري والمفاهيمي للأقليات، وآليات حمايتها، أمَّا الفصل الثالث فركَّز على النظام السياسي الصِّيني، والأقلِّيات العرقية في الصِّين، بينما الفصل الرابع فأوْضح المواقف والإجراءات الأمريكية تجاه قضية الأقلِّيات في الصِّين، في ظلِّ إدارتي (أوباما وترامب)، واعتمدت الدراسة على مجموعة من المناهج، منها: المنهج الوصفي التحليلي، والمنهج القانوني، ومنهج تحليل النظم، ومنهج دراسة الحالة، والمنهج الاستشرافي، وخلصت الدراسة إلى مجموعة من النتائج، أهمِّها: 1- تعتبر الصين أنَّ الولايات المتحدة الأمريكية تبرر استخدام قضية حقوق الإنسان كذريعة بين الحين والآخر للتدخل في شؤون الدول، بل وربطت قضايا الديمقراطية وحقوق الإنسان بمدى الامتيازات الاقتصادية التي تنالها من الصين. 2- تعمد الولايات المتحدة الأمريكية إلى استخدام ملف الأقليات ضدّ الصين لإقصائها كقوة دولية صاعدة في النظام الدولي الجديد، ومنافسة لها على السَّاحة الدولية. 1- السيناريو الأكثر ترجيحًا هو السيناريو التفاؤلي الذي يرى أنَّ الصِّين تعمل على بناء علاقات إيجابية مع الدول العربية والإسلامية، ومنح الأيغور والتبت مساحة يمارسون فيها طقوسهم على أضيق نطاقٍ مُمكنٍ. في ضوء نتائج الدراسة، يوصي الباحث بالآتي: 1- ضرورة تركيز المجتمع الدولي على استخدام آليَّات جديدة ذات فعالية في حماية حقوق الأقليات العرقية والدينية، ذلك أنَّ الكثير من التصدُّعات والأزمات يمكن أنْ تحدث باسم الهويَّة والدِّين. 2- ضرورة منْح الأشخاص المنتمين إلى أقلِّيات قومية، أو عرقية، أو دينية، أو لغوية حقوقهم، وحرِّياتهم السياسية والدينية بدون تمييز، انسجامًا مع الإعلان العالمي لحقوق الإنسان. Abstract This study is aimed to identify the American attitude towards ethnic minorities in China from 2009-2021 AD. The study was divided into several chapters. The first chapter reviewed the general framework of the study. The second chapter included the theoretical and conceptual rooting of minorities and their protection mechanisms. The third chapter focused on the Chinese political system and ethnic minorities in China. The fourth chapter clarified the American attitudes and actions towards the issue of minorities in China under the two administrations (Obama and Trump). This study relied on a set of approaches, including the analytical descriptive approach, the legal approach, the systems analysis approach, the case study approach, and the forward-looking approach. This study concluded with a set of results, the most important of which are: 1. China considers that the United States of America justifies the use of the issue of human rights as a pretext from time to time to interfere in the affairs of states, and even linked the issues of democracy and human rights to the extent of the economic privileges it obtains from China. 2. The United States of America deliberately uses the file of minorities against China to exclude it as a rising international power in the new international order, and as a competitor to it on the international arena. 3. -The most likely scenario is the optimistic scenario, which sees that China is working to build positive relations with Arab and Islamic countries and to give the Uyghurs and Tibetans a space in which they practice their rituals on the smallest possible scale. Considering these results of the study, the researcher recommends the following: 1. The international community needs to focus on using new mechanisms that are effective in protecting the rights of ethnic and religious minorities because many cracks and crises can occur in the name of identity and religion. 2. The need to grant persons belonging to national, ethnic, religious or linguistic minorities their political and religious rights and freedoms without discrimination in line with the Universal Declaration of Human Rights.
