Abstract

تناولت الدراسة النشاط السياسي للجاليات الفلسطينية في دول غرب أوروبا، وانعكاساته على القضية الفلسطينية خلال الفترة (2005 – 2020)، لاستعراض الوجود الفلسطيني في أوروبا، وتطور النشاط السياسي للجاليات الفلسطينية فيها، وتأثيراته على القضية الفلسطينية، وتقييم دورها ونشاطها، واستشراف السيناريوهات المتعلقة بالنشاط السياسي للجاليات الفلسطينية في القارة الأوروبية. واعتمدت الدراسة أربع مناهج بحث علمي رئيسة وهي؛ المنهج التاريخي، والمنهج الوصفي التحليلي، ومنهج اقتراب الجماعات، والمنهج الاستشرافي. وخلصت الدراسة إلى مجموعة من النتائج كان أهمها: 1- للجالية الفلسطينية في بلدان الشتات والمهجر، دورٌ أساسيٌ في مسيرة النضال الوطني بما في ذلك دورها المساند لصمود شعبنا وبناء مؤسساته الوطنية على أرضه، واستقطاب كل أشكال الدعم والمناصرة، والتأثير في دوائر صنع القرار في بلدان إقامة الجاليات. 2- تنوع العمل الفلسطيني في الساحة الأوروبية عبر عشرات المؤسسات والفعاليات الفلسطينية ذات التوجهات المختلفة ساهم في انخراط أكبر عدد من الفلسطينيين في العمل الوطني لصالح دعم القضية الفلسطينية. 3- تحتاج المؤسسة الرسمية والدبلوماسية الفلسطينية والجاليات والفعاليات الوطنية في أوروبا لصياغة توافق وطني أكبر مما هو عليه، من أجل تعزيز قوة الموقف الفلسطيني. 4- من المؤكد أن الموقف الغربي في أوروبا هو منحاز "لإسرائيل" تاريخيًا، ولم تستطع أوروبا إلى هذه الفترة الراهنة التخلص من عقدة الذنب تجاه اليهود على المستوى السياسي، إلا أن الوقائع على الأرض توحي بتغير واضح في المزاج العام وتحلل من العقدة. وأوصت الدراسة بعدد من التوصيات، أهمها: 1- تبني استراتيجية وطنية فلسطينية شاملة يتكامل فيها الأداء السياسي والدبلوماسي الرسمي، مع أداء الجاليات والمؤسسات والنشطاء والمتضامنين. 2- العمل على دعم المؤسسات العربية والفلسطينية القائمة في أوروبا وإنشاء الجديد منها لتشكيل مجموعات ضغط عربية وفلسطينية تؤثر على صناع القرار والرأي العام الأوروبي. 3- مواصلة العمل على التأثير على الأحزاب والمؤسسات الأوروبية المختلفة؛ وحتى البلديات أو البرلمانات، وتطوير أدوات مخاطبة الرأي العام الأوروبي وفقًا لمعرفة مداخل ومخارج الأحزاب والمؤسسات الأوروبية. Abstract The study deals with the political activity of the Palestinian communities in Western European countries, and its repercussions on the Palestinian cause during the period (2005 - 2020), to review the Palestinian presence in Europe, the development of the political activity of the Palestinian communities in Europe, and their effects on the Palestinian cause, and to assess their role and activity, and to explore scenarios related to political activity of the Palestinian communities in the European continent. The study adopted four main scientific research methods: The historical approach, the descriptive analytical approach, the approach of groups, and the forward-looking approach. The study concluded a set of results, the most important of which are: 1. The Palestinian community in the countries of the diaspora has a key role in the course of the national struggle, including its role in supporting the steadfastness of our people and building its national institutions on its land, attracting all forms of support and advocacy, and influencing decision-making circles in the countries where the communities exist. 2. The diversity of Palestinian work in the European arena through dozens of Palestinian institutions and activities with different orientations contributed to the involvement of the largest number of Palestinians in national work in favor of supporting the Palestinian cause. 3. The Palestinian official and diplomatic establishment, communities and national actors in Europe need to formulate a national consensus that is greater than it is, in order to strengthen the Palestinian position. 4. Certainly, the Western position in Europe is historically biased in favor of "Israel", and Europe has not been able to this day to get rid of guilt complex towards the Jews at the political level, but the facts on the ground suggest a clear change in the general mood and a dissolution of guilt complex. The study sets a number of recommendations, the most important of which are: 1. Adopting a comprehensive Palestinian national strategy in which the official political and diplomatic performance is integrated with the performance of communities, institutions, activists and solidarity activists. 2. Working to support the existing Arab and Palestinian institutions in Europe and establish new ones to form Arab and Palestinian pressure groups that influence European decision-makers and public opinion. 3. Continue working to influence the various European parties and institutions; Even municipalities or parliaments, and developing tools for addressing European public opinion according to knowledge of the entrances and exits of European parties and institutions.
