Abstract

هدفت الدراسة إلى استعراض تطور الموقف الأمريكي تجاه السلوك الروسي في أوكرانيا 2014-2022، عبر التركيز على التطلعات الروسية في عهد الرئيس "فلاديمير بوتين"، الهادفة إلى إعادة مكانة وهيبة بلاده إقليمياً ودولياً، ومواجهة التحديات والتهديدات الجيواستراتيجية، واستعراض السياسة الأمريكية تجاه السلوك الروسي والأدوات التي استخدمتها الولايات المتحدة الأمريكية لمواجهة هذا السلوك. وجاءت الدراسة في أربعة فصول: تناول الفصل الأول، الإطار العام للدراسة، أما الفصل الثاني فقد تناول جذور الأزمة الروسية-الأوكرانية، ومراحل تطورها حتى عام 2014م، بينما تطرق الفصل الثالث إلى السلوك الروسي تجاه أوكرانيا عام 2014م، والموقف الأمريكي تجاهه، وأخيراً سلط الفصل الرابع الضوء على تطور الموقف الأمريكي تجاه السلوك الروسي في أوكرانيا منذ 2014م حتى تنفيذ العملية العسكرية في 2022م. واعتمدت الدراسة على ثلاثة مناهج هي: منهج تحليل النظم، ومنهج صنع القرار، ومنهج المصلحة الوطنية. ومن أبرز نتائج الدراسة: • تحاول الولايات المتحدة الأمريكية توريط روسيا تدريجياً في هذه الحرب التي مؤشراتها تدلل على أنها شكل من أشكال الحرب العالمية الثالثة وأن الولايات المتحدة الأمريكية تقدم الدعم العسكري الكبير لأوكرانيا وتدفع بأوروبا لتقديم الدعم والتضحية بشكل أكبر لأوكرانياـ، حيث لن تتورط الولايات المتحدة الأمريكية في الحرب بشكل مباشر مثلما حدث في الحرب السابقة كالأولى والثانية. بمعنى آخر تريد الولايات المتحدة الأمريكية روسيا في الحرب لانهاكها بدون أن تخسر أحد من جنودها وهنا الخطورة في الموقف الأمريكي وتداعياته الخطيرة عسكرياً واقتصادياً. ومن أبرز ما توصلت إليه الدراسة ما يلي: • ضرورة ابتعاد بعض القوى العربية وخصوصاً المنتجة للنفط والغاز عن الأطراف المتصارعة، لكي لا يتوفر المبرر للتورط في هذا الصراع الذي قد يزداد حدة مستقبلاً. Abstract The study aimed at reviewing the development of the American position towards the Russian behavior in Ukraine 2014-2022 by reviewing the Russian aspirations during the regime of President "Vladimir Putin", aimed at restoring the status and prestige of his country (regionally and internationally) as well as confronting the geostrategic challenges and threats facing it. In addition, the study aimed at reviewing the American policy towards the Russian behavior and the tools it used to face this behavior. The study is divided into four chapters: the first consist of the general framework of the study, the second includes the roots of the Russian-Ukrainian crisis and its development until 2014 while the third chapter addresses the Russian behavior towards Ukraine in 2014 and the American position towards this behavior. The last chapter highlights the development of the American position towards the Russian behavior in Ukraine from 2014 and until the military operation in 2022. The study relied on three approaches: Systems Analysis, Decision Making and the National Interest. The study concluded several main findings, out of which were: • The United States of America is trying to gradually involve Russia in this war, which indications indicate that it is a form of a third world war. The United States of America provides great military support to Ukraine and pushes Europe to provide more support and sacrifice for Ukraine, as the United States of America will not be directly involved in the war as happened in the previous war, like the first and the second. In other words, the United States of America wants Russia in the war to exhaust it without losing any of its soldiers. Here is the danger in the American position and its dangerous repercussions militarily and economically. One of the main recommendations of the study is: • The need for some Arab powers, especially those producing oil and gas, to distance themselves from the conflicting parties, so that there is no justification for involvement in this conflict, which may intensify in the future.
